IAF’s C-17 Globemaster aircraft underutilised: CAG
‘Non-availability of runway and lack of ground
equipment’
The Indian Air Force and American defence
major Boeing have both come under strong criticism from the Comptroller and
Auditor General (CAG) of India for various shortcomings in the over Rs
18,000-crore contract for the C-17 Globemaster transport aircraft.
The ten transport planes were procured from
the U.S. for Rs 18,645 crore in 2011.
Boeing slammed
The CAG slammed U.S. defence major Boeing for
its failure to set up simulators, which were to be up and running by July 2013,
as well as ground facilities and other offset commitments.
In its report tabled in Parliament on Tuesday
(26/07/16), the CAG said the operational capabilities of C-17 aircraft were
underutilised partially due to non-availability of runway with appropriate
pavement classification number (PCN) and lack of ground equipment at various
bases.
The audit pointed out that IAF acquired C-17
aircraft for high load-carrying capacity with less loading/offloading time as
well as to provide direct delivery of load/troops to the operating sector with
least number of trips. However, the federal auditor expressed surprise that not
all units had the required material-handling equipment.
For the purpose of loading and unloading, a
fork lifter weighing 13 tonnes was always being carried in the aircraft, as
other units did not have ground-handling equipment.
“This fork lifter occupies 35 per cent of the
cargo space leaving limited space for payload. Due to this space restriction,
C-17 aircraft had to undertake more than one sortie on the same day to airlift
cargo from same destination, on many occasions,” the report said. The aircraft
is capable of carrying a maximum of 70 tonnes for a range of 4200 km.
“With cost of Rs. 43.19 lakh per flying hour
for C-17 aircraft, this was imprudent,” the CAG said. The annual average load
airlifted by C-17 ranged between 13 tonnes and 18 tonnes per sortie, against
the aircraft’s payload capacity of 70 tonnes.
The operating squadron stated in September
2015 that C-17 aircraft could carry only 35 tonnes of load — 40 tonnes in
winters — and on a few occasions, C-17 was tasked for only 26 tonnes.

వినియోగంపై కాగ్ ఆగ్రహం వ్యక్తం చేసింది. భారత వైమానిక సంస్థ(ఐఏఎఫ్), అమెరికా వైమానిక సంస్థ
బోయింగ్ల పనితీరుపై అసంతృప్తి వ్యక్తం చేసింది. రూ. 18, 645 కోట్ల ప్రజాధనాన్ని
వెచ్చించి కొన్న పది సీ-17 విమానాలను సామర్థ్యం కంటే
తక్కువ స్థాయిలోనే వినియోగిస్తున్నట్టు పార్లమెంటుకు మంగళవారం (26/07/16) సమర్పించిన
నివేదికలో తెలిపింది. సిములేటర్ సేవలను నెలకొల్పడంలో బోయింగ్ నిర్లక్ష్య వైఖరిపై
మండిపడింది. చాలా విమానాశ్రయాల్లో సీ-17కి తగిన రన్వేలు, లోడింగ్, అన్లోడింగ్ సౌకర్యాలు
లేకపోవడమే వీటి వినియోగంపై ప్రభావం చూపిస్తోంది. ఈ విమానాలు అధిక బరువును
మోసుకుపోవడమే కాకుండా,
చాలా
వేగంగా లోడింగ్ అండ్ అన్లోడింగ్ చేసే సౌకర్యముంది. దీన్ని వినియోగించుకోవడంలో
ఐఏఎఫ్ విఫలమైంది. దీని వల్ల రవాణా ఖర్చు పెరుగుతోందని ఆ నివేదికలో కాగ్ వివరించింది.

ఉందని కేంద్ర ప్రభుత్వ ఉద్యోగులు, కార్మికుల సమాఖ్య (సిసిజీఈడబ్ల్యూ) రాష్ట్ర
ప్రధాన కార్యదర్శి వి. నాగేశ్వరరావు చెప్పారు. 2016, ఆగస్టు 1 నుంచి మూలవేతనం పెంపు
మాత్రమే అమలవుతోందని తెలిపారు. అలవెన్సులు పాతవే కొనసాగిస్తున్నారని అన్నారు.
కేంద్ర ప్రభుత్వం వ్యవహరించిన తీరు, వేతన పెంపుదల పట్ల ఉద్యోగులు సంతృప్తికరంగా
లేరని చెప్పారు. ఇంటి అద్దె భత్యం పెంచుతామన్నారు కానీ ఇప్పుడు అమల్లోకి రావడం
లేదన్నారు. ప్రస్తుతం అమలు కాకపోవడం వల్ల 7 నెలలు ఇంటి అద్దె భత్యం
నష్టపోతామని చెప్పారు. తాము మూలవేతనం రూ.26 వేలు ప్రతిపాదిస్తే రూ.18 వేలు మాత్రమే నిర్ణయించడం
నిరాశకు గురిచేసిందని తెలిపారు. అలవెన్సులు, ఇతర అంశాలపై ఉన్నతస్థాయి కమిటీని కేంద్రం
నియమిస్తుందని,
నాలుగు
నెలల తర్వాత ఆ కమిటీ నివేదిక సమర్పిస్తుందని చెప్పారు. ఆ తర్వాతే అలవెన్సులు
పెరుగుతాయని అన్నారు. ఇలా అనేక రకాలుగా కేంద్ర ప్రభుత్వ ఉద్యోగులు నష్టపోవాల్సి
వస్తోందన్నారు. కేంద్ర ప్రభుత్వం ఉద్యోగుల ఆశలను నెరవేర్చాలని, అలవెన్సులు త్వరగా
అమలయ్యేటట్టు చూడాలని కోరారు.

సవరణల ప్రకారం పెంచిన జీతాలు ఆగస్టు నెల నుంచి ఇవ్వనున్నారు. ఏడవ వేతన సంఘం
సూచించిన కనీస వేతన పెంపును గత కమిషన్ల సిఫార్సులతో పోల్చడం సరికాదని ప్రభుత్వం
పేర్కొంది. 1996,
2006లో
అప్పటి పరిస్థితులకు అనుగుణంగా వేతనాలను వరుసగా 31 శాతం, 51 శాతం మేర పెంచారని, అయితే ప్రస్తుతం 14.29 శాతం పెంపును ఏడవ వేతన
సంఘం సూచించిందని కేంద్ర ఆర్థిక శాఖ సహాయమంత్రి అర్జున్ రామ్ మేఫ్ువాల్
మంగళవారం (26/07/16) రాజ్యసభలో వెల్లడించారు.
ప్రస్తుత పరిస్థితులతో పాటు అన్ని అంశాలను పరిగణనలోకి తీసుకుని ఏడవ వేతన కమిషన్
తన సూచనలను అందించిందని,
ప్రస్తుత
వేతన పెంపును పది,
ఇరవై
సంవత్సరాల కిందటి వేతన సిఫార్సులతో పోల్చడం సరికాదని ఆయన చెప్పారు.
ఈ ఏడాది జనవరి 1 నుంచి ఏడవ వేతన సంఘం సిఫార్సులు అమలవుతాయని ప్రభుత్వం మంగళవారం నోటిఫై చేసింది. దీంతో ఆగస్టు నుంచి పెరిగిన వేతనాలు ఉద్యోగులకు అందనున్నాయి. ఇక బకాయిలు 2016-17 ఆర్థిక సంవత్సరంలో చెల్లిస్తారని నోటిఫికేషన్లో ప్రభుత్వం పేర్కొంది. నూతన వేతన సవరణ ప్రకారం డిసెంబర్ 31, 2015 నాటికి ప్రస్తుత మూలవేతనం 2.57 రెట్లు పెరగనున్నది. ప్రారంభ వేతనం రూ 7000 నుంచి రూ 18,000గా నిర్ధారించారు. గరిష్ట వేతనం రూ 2.5 లక్షలకు పెంచారు. అలవెన్సులపై కమిషన్ సిఫార్సులను కమిటీకి నివేదించారు. కమిటీ నాలుగు నెలల్లోగా నివేదిక సమర్పించనున్నది. అప్పటివరకూ ప్రస్తుత రేట్లలో అన్ని అలవెన్సులనూ యథాతథంగా కొనసాగిస్తారు. నేషనల్ పెన్షన్ సిస్టమ్ అమలును పటిష్టపరిచేందుకు అవసరమైన సలహాలు అందించేందుకు కమిటీని నియమిస్తారు.

Confederation of Central Government Gazetted Officers' Organisations (CCGGOO) & All India DRDO Technical Officers' Association (AIDTOA) strongly oppose enhancing bench mark for performance appraisal for promotion and financial upgradation under MACPS from "Good" to "Very Good".
CCGGOO & AIDTOA oppose withholding of annual increments in the case of those employees who are not able to meet the bench mark either for MACP or a regular promotion within the first 20 years of their service.
Oppose the decision of the Government to accept retrograde recommendations on Minimum Pay, Fitment Factor etc. without any improvement.No committee was set up so far to upgrade the Minimum Pay, Fitment Factor etc.
Retain all the interest bearing Advances as well as interest free Advances.

After the Cabinet approval, the Finance Minister tweeted, “Congratulations to central government officers, employees & pensioners on a historic rise in their salary & allowances through the 7th Pay Commission.”
The Central Government Employees were dismayed by this tweet and wondered how it was described as historic rise. There are so many hidden facts in the cabinet approval for implementation of 7th Pay Commission recommendations
1. What did the Empowered Committee of secretaries do in Sixth months and what did they recommend? There was nothing mentioned about the report of this committee submitted to Cabinet and whether the cabinet considered the ECoS recommendations or not.
2. This is the first time in the Pay Commission History that Pay Commission recommendations are going to be implemented in staggered manner. Only Basic Pay alone will be revised. All other Allowances will be revised after four months.
3. After second Pay Commission, this is the lowest hike recommended in Pay Scale. Just 14.27%.
4. This is the first time the central government employees are not so excited about the Hike recommended in 7th pay Commission and its Implementation. The reasons are, Very Minimal hike and Implementation of Allowances is deferred.
5. The Central Government Employees were shocked by the recommendation of reducing the Rates of HRA to 24%, 16% and 8%. Adding further fuel to the fire, the reduced allowances are also not implemented with immediate effect.

STATUS OF DRTC CADRE REVIEW
JCM III (DRDO) SCM held on 19/07/16 under the Chairmanship of CC (HR)& DS.
Official side clarified that Addl FA made observations and asked to split into two separate cases i.e.
1) Cadre review with FCS under existing rank structure i.e, up to T.O'D' &
2) Creation of new posts as TO'E', TO'F' & TO'G'
The case has been prepared accordingly and put up for his remarks.
DRDO Hqrs is expecting to move the file to Min.of Finance very soon.

NEW PENSION SCHEME (NPS)
ONE MORE CLARIFICATION REGARDING NJCA's STAND ON NEW PENSION
SCHEME (NPS)
QUERY --- Just like
the issues of Salary hike, Fitment formula or parity of Pension, the issue of
NPS is common to all Central Govt. Departments. In spite of that, this issue
appears to be less highlighted. I represent a unit where 80% of the employees belong
to NPS and all of us are aware of the pros & cons of the scheme and we are
really concerned about our future

REPLY ----- Thanks for your
concern. The problem of NPS employees are well taken care of by the NJCA.
Please see the Press Statement issued by NJCA on 6th July 2016 after taking the
decision to defer the strike which is published in confederation website. The
last paragraph reads as follows------- "The NJCA particularly notes that
the Govt. has set up a separate committee for reviewing the New Pension Scheme,
which has been a matter of concern to all employees and workers who are
recruited to Govt. services after 01.01.2004." Please also see the para
-12 of the Press Communique issued by the Govt. through Press Information
Bureau immediately after the Cabinet decision on 29th June 2016 which reads as
--------- "Para-12--- The Cabinet also decided to constitute a separate
committee to suggest measures for streamlining the implementation of New
Pension System (NPS)". Cabinet decision is taken as it is one of the
important demand of the Charter of demands of NJCA submitted to Govt. NJCA
shall take follow up action on this particular demand as all of us are very
much concerned about this important demand. This demand is directly linked to
the policy of the NDA Govt. as all of you are aware that it is the previous NDA
Govt. which took a Cabinet decision in 2003 to implement New Contributory
Pension Scheme to Central Govt. Employees from 01.01.2004.

STRIKE IS DEFERRED, BUT THE STRUGGLE SHALL CONTINUE
Finally, the united struggles of Central Government Employees, Officers
& Pensioners have compelled the totally negative and unwilling Government
to negotiate with the staff side leaders. Hon’ble Prime Minister has intervened
and directed three Cabinet Minsters viz. Home Minister Shri Rajnath Singh,
Finance Minister Shri Arun Jaitly and Railway Minister Shri Suresh Prabhu to
hold discussion with the NJCA Leaders on 30th June 2016. After
discussing the demands raised in the Charter of demands, the Ministers assured
that a high level committee will be constituted to consider the demands raised
by NJCA especially the demand for improving the minimum wage and fitment formula.
As no written communication or minutes regarding the assurances
given by Group of Ministers is forthcoming, the NJCA met again and decided to
go ahead with the strike decision. Again Home Minister Shri Rajnath Singh
called the NJCA leaders for discussion on 6thJuly and reiterated the
assurances already given on 30th June and stated that the
Finance Minister will issue a press statement on 6th July
itself confirming the assurances given by the Group of Ministers. It was
further assured by the Minister that the proposed High level committee will
submit its recommendations to Government within a time frame.
Accordingly, the Government issued the press statement and after
detailed deliberations the NJCA unanimously decided to defer the indefinite
strike till the committee finalizes its report.
The Union Cabinet announced its decision to implement the
recommendations of VII CPC on 29th June 2016. Through the press
release circulated to media and the statement of Finance Minister, the Government
made a calculated move to create an impression among the public that the
Government is magnanimous enough to extend big bonanza to the Central
Government employees. Even though, immediately after submission of the 7th CPC
report, the National Joint Council of Action (NJCA) of Central Government Employees, Confederation
of Central Government Gazetted Officers’ Organisations (CCGGOO) representing
Railways, Defence, Postal, Income
Tax, C.P.W.D, Central Excise, Audit & Accounts, Atomic Energy, Space, Civil
Accounts, Ground Water, S.O.I, G.S.I, Z.S.I and other Central Government Officers & National Co-ordination
Committee of Pensioners Associations (NCCPA)have submitted memoranda to Government demanding
modifications of the retrograde recommendations of the 7thCPC, the
Government while announcing its decision, rejected all the demands raised by
the staff side. By
deferring the allowances hike proposed by the seventh pay commission, by an
estimate, the burden to the exchequer is reduced by 17 per cent at Rs 84,933
crores.
The 7th CPC recommended only Rs.18000/- as
minimum pay by arbitrarily modifying and manipulating Dr.Aykroyd’s Need based
minimum wage formula on untenable premises and incorrect data. The main demand
of the NJCA & CCGGOO is to re-compute the minimum wage on the basis of
actual commodity prices as on 01.07.2015 and factor Dr.Aykroyd’s formula
stipulated percentage for housing, social obligations and children’s education
etc. and to revise the fitment formula and all pay scales on the basis of the
so determined minimum wage. The methodology adopted by 7th CPC
is irrational, imaginary and even absurd.
The Government’s claim that big increase is given to the
employees is totally false. In para 4.2.9 of the report, the 7th CPC
has given a table depicting the percentage of increase provided by the
successive pay commissions appointed after independence. According to the
table, the 2nd CPC has made a paltry increase of 14.2% (1960),
the 3rd CPC gave a rise of 20.6% (1973), the 4th CPC
27.6% (1986), the 5th CPC 31% (1996) and 6thCPC 54%
(2006) whereas the average increase granted by 7th CPC is only
14.27% (2016), while the percentage increase had been in ascending order all
along, the 7th CPC has sought to reverse that trend. Though the Government
echoed the claim of the Pay commission that the central Government employees
are given a bonanza of 14.2% pay hike, the factual position is that pay hike is
just above 4 to 8%. That too only because the Government decided to shelve the
subscription hike for CGEGIS.
The meagre increase
recommended and accepted by the Government without any change is the worst ever
any pay commission has recommended since 1960. The stand taken
by the then Nehru Govt. that “Pay Commission report is an award and is not
negotiable” has resulted in the five days historic indefinite strike of 1960,
which commenced on July 11th midnight.
Another claim of the Government is that it has accepted the
recommendations of the 7th CPC to increase the existing salary
by 2.57 times!!! This is a totally misleading propaganda. The existing basic
pay of a lowest level employee of the Central Government is 7000 plus 125%
Dearness Allowance as on 01.01.2016. Thus the total salary as on 1st January
2016 is 7000 + 8750 DA = 15750. The Minimum pay recommended by 7th CPC
is 18000 i.e, the actual increase in salary is Rs. 2250/- only at the lowest
level whereas
in the pre revised pay of Rs. 2550 – 3200, after the implementation of 6th CPC Report,
got the hike of Rs. 2257. The fitment factor of
2.57 is worked out including the 125% DA an employee is getting at present. As
the next wage revision takes place only after ten years in 2026, the above
increase of 2250/- in the salary is very meagre. Even in this meager pay again there will be increased deductions like
forceful contribution of 10% towards NPS, PF, CGHS, Income Tax, Edu.cess, P.Tax
etc.
In the past, every time, either before or immediately after the
appointment of pay commissions, the employees are granted DA merger. Last time,
before appointment of 6th CPC, Government has granted merger of
50% DA in 2004 and the merged DA is treated as Pay for all purposes. This time
no DA merger was granted. Suppose, as in the past, the Government has accepted
the demand for merger of 50% DA as on 01.01.2011 when DA crossed 50%, the total
salary of an employee at the lowest level as on 01.01.2016 will become
Rs.18395/- (7000 + 50% DA 3500 = 10500 + remaining 75% DA as on 01.01.2016
Rs.7875 = 18395). Thus it can be seen that even if no pay commission is
appointed by Government, simply by granting DA merger alone the lowest level
salary will become more than 18000/- which is recommended by 7th CPC
after 21 months study and spending crores of rupees for its functioning.
The Government’s press release further claim that the ratio
between lowest and highest salary (compression ratio) is 1:3.12. The highest
level employees are Cabinet Secretary and Secretaries of various departments.
The recommended salary of the Cabinet Secretary is 2,50,000. Government
deliberately avoided comparison between salary of lowest employee and highest
level employee, instead compared with middle level Group ‘A’ officer only.
Actual ratio between the lowest and highest salary come to 1:14 (18,000:2,50,000).
No other pay commission has recommended such a huge margin.
Other retrograde recommendations of the 7th CPC
are as follows:
1. House Rent
Allowance (HRA) rate reduced from 30%, 20% and 10% to 24%, 16% and 8%
2. 52 existing allowances are to be abolished.
3. All interest-free
advances including Festival advance, are to be abolished. Only interest bearing
advances to be retained.
4. Salary for the
second year of Child care leave granted to women employees should be reduced to
80%.
5. For Three Time bound
promotions (Assured Career Progression), passing examination and other
conditions made mandatory.
6. New Pension
Scheme (NPS) shall continue, recommended only some cosmetic changes.
7. Contractorisation
and casual labour System shall be continued.
8. Outsourcing
of Government functions to continue.
9. Filling up of
vacancies – commission pointed out that there are six lakhs unfilled vacancies
in Central Government services, but no recommendations for filling up the
vacancies in a time bound manner by special recruitment.
10. Regularisation
of Gramin Dak Sevaks of Postal department – rejected.
11 Increase in minimum
pension percentage, Fixed medical Allowance to Pensioners and increment rate –
rejected.
Inspite of several rounds of country wide agitational programmes
conducted by NJCA, CCGGOO & NCCPA including massive March to Parliament,
the Government refused to negotiate the demands with the staff side, but
declared unilateral implementation of the recommendations without any
modifications. The resentment, anger and protest of the entire Central
Government employees increased day-by-day and the NJCA & CCGGOO decided to
go ahead with indefinite strike from 11th July 2016 and
preperations and campaigning for making the strike a thundering success went on
in full swing. Government understood that if it still refuses to discuss with
the NJCA then from 11th July 6 AM onwards the entire Central
Government establishments including Railways, Defence, Postal and other
departments will come to standstill marking the commencement of the biggest
strike action of the Central Government employees.
It is in this background the Hon’ble Prime Minister directed
three Cabinet Ministers including Home Minister Shri Rajnath Singh, Finance
Minister Shri Arun Jaitly and Railway Minister Shri. Suresh Prabhu to hold
discussion with the NJCA leaders on 30th January 2016. Major
demands in the Charter of demands were discussed with particular reference to
Improvement in Minimum wage and fitment formula. Issues relating to parity in
pension were also discussed. Finally the Ministers assured that a high level
committee will be appointed to consider the issues raised by the NJCA.
As no written minutes or communications is forthcoming from the
Government regarding the 30th June discussion and assurances,
the NJCA & CCGGOO decided to go ahead with the strike. Country wide
demonstrations were held daily in front of all offices and at all important
centres. On 6th July 2016 when the NJCA meeting was in
progress, Hon’ble Home Minister Shri Rajnath Singh again invited the NJCA Leaders
for discussion. The Minister reiterated the earlier assurances and told that
Finance Minister will issue a press statement making the Government stand clear
on the demands.
Accordingly, the Government issued a press statement on 6th July
2016 in which it is stated that – “The Ministers assured the Union leaders that
the issues raised by them would be considered by a High Level Committee.”
Thus, the united struggle of the entire Central Government
Employees and Officers compelled the unwilling Government to accept the reality
that modification in the 7th CPC recommendations is a must and
before arriving at a final conclusion the staff side should be given a fair
chance to present and discuss the case with the Government. It was assured that
the proposed High Level Committee to be appointed by the Government shall
complete its task within a time frame.
Advancement in the wages and service conditions of Central
Government Employees and Officers can be achieved only through the united
struggle of all Central Government employees, Officers and Pensioners for which
the unity built up under the banners of NJCA, CCGGOO & NCCPA is to be
maintained and strengthened. Further the neo-liberal policy offensives of the
Government in the Central Government Employees Sector including privatisation,
outsourcing, downsizing, contractorisation, corporatization, winding up of
departments, New Pension Scheme, misuse of FR 56-J etc. can only be resisted
and reverted by building up united movement of the entire employees and
Officers. Eventhough the strike is deferred, the Central Government employees
and Officers shall continue its united struggle against the anti-people and
anti-labour policies of the Government. We should self-critically analyze the
strength and weakness of the NJCA, CCGGOO & NCCPA and shall arrive at
proper conclusion for taking corrective measures, if necessary, and also for
further unity and advancement. The final outcome of the united struggle is, no
doubt, one step forward.

7వ వేతన సంఘం సిఫారసులను కేంద్రం పునఃసమీక్షించాలి.
ఏ విషయాన్నైనా తిమ్మిని బమ్మిని చేసే వెసులుబాటు కేవలం సంఖ్యాశాస్త్రానికే పరిమితం. టక్కు టమార గజకర్ణ గోకర్ణ విద్యల్లో ఆరితేరిన ప్రభుత్వం తాజాగా 7వ వేతన సంఘం అమలులో అంకెలతో ఆడుకుంది. జస్టిస్ ఎకె మాథుర్ నేతృత్వంలోని వేతన సంఘం గతేడాది నవంబర్లో చేసిన సిఫారసులను ఉద్యోగులు, కార్మికులు నిర్ద్వందంగా వ్యతిరేకించినా, ఎలాంటి మార్పులూ చేయకుండానే మక్కీకి మక్కీ ఆమోదించడం అభ్యంతరకరం. 29.06.16న సమావేశమైన కేంద్ర మంత్రి వర్గం 7వ వేతన సంఘం సిఫారసులకు ఆమోదముద్ర వేసి, ఇది చారిత్రాత్మక నిర్ణయమంటోంది. కోటి కుటుంబాలకు సంతోషం పంచామని కోతలు కోస్తోంది. వేతన సంఘం సిఫారసుల అమలుపై ప్రభుత్వ ప్రచారం అనుకూల డబ్బా.
7వ వేతన సంఘం అమలు వలన ఉద్యోగుల వేతనాలు ఇబ్బడి ముబ్బడిగా పెరిగాయనడం ఎంతమాత్రం నిజం కాదు. 5వ వేతన సంఘం వలన రూ.17 వేల కోట్లు, 6వ వేతన సంఘం వలన రూ.40 వేల కోట్లు ఖజానాపై భారం పడగా ఈ సారి రూ.1.02 లక్షల కోట్ల బండ మోయాల్సి వస్తోందంటూ అక్కడికి ఉద్యోగులకు భారీగా ఒరగబెట్టా మంటోంది సర్కారు. 2008లో 6వ వేతన సంఘం భారం అప్పటి జాతీయ స్థూలోత్పత్తి (జీడీపీ)లో 0.77 శాతం కాగా ఏడేళ్ల తర్వాత అమలు చేస్తున్న 7వ వేతన సంఘం భారం జీడీపీలో 0.65 శాతమే. గతం కంటే కూడా జీడీపీలో వేతనాల ఖర్చు తగ్గించుకొని ఉద్యోగులకు పెద్ద పీట వేశామనడం మోసం. ఈ ఏడేళ్లలో జీడీపీ ఎంతో పెరిగింది. నిత్యావసరాలు సహా సమస్త ధరలూ కొన్ని వందల రెట్లు పెరిగాయి. వాటితో పోల్చితే సగటున ఉద్యోగుల వేతనాలు, భత్యాలు కలిపి 23.55 శాతం పెంచడం ఊరట ఏమీ కాదు. వాస్తవానికి ఈ పెంపుదలతో ఉద్యోగుల స్థూల వేతనం పెరిగేది 14.27 శాతం మాత్రమే. కింది స్థాయి ఉద్యోగుల చేతికొచ్చే వేతనంలో పెరుగుదల కేవలం 7.4శాతం మాత్రమే. పైగా ఇప్పటికే ఇంక్రిమెంట్లు, భత్యాల రూపంలో పెరిగిన వేతనాలతో లెక్కిస్తే అదనంగా ఉద్యోగుల చేతికొచ్చేది నామమాత్రమే.
గడచిన 70ఏండ్లల్లో అత్యల్ప పెంపు ఇదే. జూనియర్ స్థాయి ఉద్యోగులు, పింఛనుదారులకు మూలవేతనంలో 14.27 శాతం పెంపును 7వ వేతన సంఘం సిఫారసు చేయగా కేంద్రం దాన్నే ఓకే చేసింది. గతంలో 6వ వేతన సంఘం 20శాతం సిఫారసు చేయగా అప్పటి సర్కారు అమలు చేసేటప్పుడు రెట్టింపు చేసింది. ఈ నిజాన్ని కావాలనే సర్కారు దాచి పెట్టింది. అందరికీ సరాసరిగా చూసుకున్నా 70 ఏండ్లలో ఈ తడవే అత్యల్ప పెంపు. కానీ కనీస వేతనాన్ని రూ.7 వేల నుంచి రూ.18 వేలు, గ్రాట్యూటీ, పరిహారం, గృహ రుణ పరిధి పెంచామని గొప్పలకు పోతోంది కేంద్రం. కేబినెట్ సెక్రటరీ జీతం రూ.90 వేల నుంచి రూ.2.50 లక్షలకు పెంచామంటోంది. కేంద్ర ప్రభుత్వ ఉద్యోగులు 47 లక్షల మందిలో కేబినెట్ సెక్రటరీ ర్యాంక్ వారిని వేళ్లపై లెక్కించవచ్చు. క్లాస్-1 ఆఫీసర్ల ప్రారంభ జీతం ఇక రూ.56,100 కాగా ఆ స్థాయి అధికారుల సంఖ్య పరిమితమే. లక్షలాదిగా ఉన్న ఉద్యోగుల జీతాలు పెరిగేది అంతంతమాత్రమే.
కేంద్ర ప్రభుత్వం అమలు చేస్తున్న కొత్త వేతనాల వలన కనీస, అత్యధిక వేతనాలు తీసుకునే వారి మధ్య అసమానతలు పెంపొందుతాయి. ప్రయివేటు సంస్థల్లో కంటే ప్రభుత్వ ఉద్యోగుల జీతాలు గౌరవనీయ స్థాయిలో ఉండేలా చర్యలు తీసుకుంటామంటోంది సర్కారు. అప్పుడే ప్రతిభావంతులు సర్కారీ ఉద్యోగాలపట్ల ఆకర్షితులవుతారనీ చెబుతోంది. ఉద్యోగుల జీతాల్లో భారీ అసంబద్ధత పెట్టుకొని తమ లక్ష్యాలు సాధిస్తామంటే ఎలా? వేతన సంఘం సిఫారసులను ఉద్యోగ, కార్మికులు గతంలోనే వ్యతిరేకించగా సర్కారు వారి అభిప్రాయాలను, డిమాండ్లను పట్టించుకోలేదు. కనీసం చర్చలు కూడా జరపకుండా ఏకపక్షంగా వ్యవహరించింది. దీంతో ఉద్యోగులు, కార్మికులు నిరసనలు తెలుపుతున్నారు. నిరవధిక సమ్మెకు సిద్ధమవుతున్నారు.
ఎఫ్ఆర్బీఎం, ఉద్యోగుల కోత, కొత్త రిక్రూట్మెంట్ లేమి, కాంట్రాక్టు, ఔట్సోర్సింగ్ పద్ధతుల ప్రవేశం నిరుద్యోగ యువతను ఆందోళనలకు గురి చేస్తున్నాయి. ప్రపంచబ్యాంక్, ఐఎంఎఫ్ ఆదేశిత విధానాలను ప్రభుత్వం పుణికిపుచ్చుకొని అవి ఆడమన్నట్టు ఆడుతున్నాయి. కొన్ని రకాల భత్యాలను తొలగించాలని, కొన్నింటిలో మార్పు చేయాలన్న మాథుర్ సిఫార్సులు ఆ కోవలోనివే. ఉద్యోగుల ఆగ్రహంతో తాత్కాలికంగా వెనక్కి తగ్గినా పరిశీలన పేర కత్తి వేలాడుతూనే ఉంది. ప్రభుత్వ ఉద్యోగుల జీత, భత్యాల పెంపుతో ఆర్థిక వ్యవస్థ పరిపుష్టం అవుతుందని, పొదుపు, కొనుగోళ్లు పెరుగుతాయంటున్నారు విత్త మంత్రి జైట్లీ. కోట్లాదిమంది సంఘటిత, అసంఘటిత, ప్రయివేటురంగాల్లో అరకొర వేతనాలతో నెట్టుకొస్తున్నారు. ప్రభుత్వరంగంలోనే కాంట్రాక్టు, ఔట్సోర్స్పై అత్యల్ప జీతాలపై వెట్టి చేస్తున్నారు. వీరందరికీ ధరల పెరుగుదలకనుగుణంగా కనీస, నిజ వేతనాలు పెంచి అమలు చేస్తే ఇంకా గిరాకీ పెరిగి ఆ మేరకు వ్యవస్థ బాగుపడుతుంది. ఇప్పటికైనా 7వ వేతన సంఘం సిఫారసులను కేంద్రం పునఃసమీక్షించాలి. ఉద్యోగ, కార్మిక సంఘాల అభిప్రాయాలను, డిమాండ్లను పరిగణనలోకి తీసుకోవాలి.
