The long pending comprehensive
review of Defence Research Technical Cadre (DRTC) Rules finally got finalised
by DRDO HQrs on 13th February 2016, at New Delhi in consultation with AIDEF,INDWF, BPMS and CDRA and JCM Members.
The Meeting was chaired by Shri
C.P.Ramnarayan, CC R&D (HRD) DRDO HQrs. The DOP, DHRD among the other
officials represented DRDO HQrs.
After discussions at length and
after listening to various workable suggestions, the following final DRTC
Structure is being recommended by Dept. of DRDO and Federations for approval of
the Government.
Salient Features of the New DRTC Scheme (Finalised)
(COMMON FEATURES)
Ø The DRTC Rules which are now limited flexible
complementary System (LFCS) is going to be replaced by Merit Based FCS (MFCS).
Ø The percentage System of promotions is going
to be replaced by 100% promotion on merit based.
Ø Separate cadre structure is proposed for
Matric + ITI Holders up to theGrade pay of Rs. 7600/- with new designation
Technical Officer ‘D'.
Ø Separate cadre structure is proposed for
Diploma in Engineering / B.Sc etc. up to the Grade pay of Rs. 10,000/- with new
designation Sr. Technical Officer ‘A’, ‘B’ , ‘C’, ‘D’, ‘E’, ‘F’ & ‘G’.
Ø LDCE provision is retained in both Category A
& B.
Ø Lateral Entry System in Category ‘B’ is
introduced at the Grade pay of Rs. 4600/- / 4800/- with Diploma / B.Sc. etc.
Ø Lateral Entry System in Category ‘B’ is
introduced at the Grade pay of Rs. 5400/- / Rs. 6600/- and 7600/- (TO ‘B’ / TO
‘C’ and TO ‘D’ level at present) in Category ‘B’, for those Dept. candidates
acquiring Higher Qualifications with
Less Residency Period than Promotion Cadre.
CATEGORY ‘A’
Ø In
Category ‘A’ the Technician ‘A’ entry level Pay scale (Grade pay) has been
upgraded to Rs. 2000/- (Existing Rs. 1900/-).
Ø After One year training in respective cluster
group and two years probation period (Total 3 years) will be placed in Grade
pay of Rs.2400/- (Tech. ‘B’).
Ø From Rs. 2400/- GP (Tech ‘B’) to (Tech. ‘C’)
Rs. 2800/- the Residency Period has been reduced from 5 to 3 years.
Ø The DRDO HQrs has agreed to consider the
Upgradation of Rs. 2800/- GP toRs. 4200/- GP to remove the anomalies created by
the 5th and 6th Pay Commissions and till such time the residency period from
Tech. ‘C’ to Technical Asst. ‘B’ will be
3 years (Existing 5 Years).
Ø Residency period from TA ‘B’ to TO ‘A’ (Rs.
4600/- / 4800/- GP) will be 4 years and agreed to reconsider the upgradation of
TO ‘A’ Pay Scale to Rs. 4800/- GP (Existing Rs. 4600/-).
Ø From
GP Rs. 5400/- to Rs. 7600/- (TO ‘D’) the residency period will be 5, 6 and 7
years respectively.
Ø The total Span of Category ‘A’ will be 31
years.
CATEGORY ‘B’
Ø Entry
level GP of STA ‘B’ Rs. 4200/- is retained with Diploma / B.Sc. etc., as entry
qualification. Also retained provision of LDCE at entry level.
Ø The
residency period from STA ‘B’ to Sr. Tech. Officer ‘A’ (Existing TO ‘A’) is reduced
from 5 to 4 years.
Ø The
residency from TO ‘B’ to TO ‘C’ (New Designation Sr. Tech. Officer ‘B’ / Sr.
Tech. Officer ‘C’) and from TO ‘C’ to TO ‘G’ (New Designation Sr. Tech.Officer
‘C’ / ‘D’ / ‘E’ / ‘F’ / ‘G’ with GP Rs. 5400/-, 6600/-, 7600/-, 8700/-,8900/-
and 10,000/- will be 5,5,6,6 & 7 only.
Ø The
total Span of Category ‘B’ will be 37 years.
Ø Special
preferential treatment is given to Higher Qualification Candidates for Lateral
entry to encourage departmental talents.
OTHER FEATURES
Ø The
DRDO HQrs has agreed to consider with the open mind the following suggestions.
a. The strength of Category ‘A’
& ‘B’ should be so distributed as 50:50 instead of 40: 60 (at present).
b. Minimum 60% cut off marks for
proficiency test by possessing Higher
Qualifications is to be relaxed to just Qualification of B.Sc. /Diploma /
B.Tech / B.E. / M.Sc. etc.
c. Agreed to consider to incorporate a provision in DRDS (ScientistCadre)
for lateral entry through LDCE with qualification like B.E. / B.Tech., M.Sc.
etc., without insisting 60% cut off marks. For having higher qualifications as
departmental candidates and through departmental qualifying examination (DQE).
The DOP who piloted the
discussions also summed up the discussions with an assurance that the DRDO HQrs
will finalise its proposals by 19th February 2016 for further processing with
Secretary Dept. of DRDO / DGR&D and for the approval of the Govt. All efforts will be made to introduce
New revised DRTC Rules in the current year and before 7th CPC
recommendations are implemented.

For Designation of TO A, which is common for Category A and Category B, but why difference in Grade Pay of 4600/4800?

ReplyDeleteWhat are the benefits given to the people who have struggled for becoming TO 'A' through the old system of promotion from STA :'A' to STA B and from STA B to STA 'C' then STA C to TO A. They got promoted to TO'A' after a minimum of 15 yrs of service or more.
