Subject: Extension of CSD Canteen Facilities to retired Defence Civilians

In continuation of the above, the following clarification on some of the common points raised in various representations received in this office is as under :

| a) | Whether the retired employees of the Defence Accounts Department are eligible for the C.S.D Canteen facility as the orders from the DDGCS does not explicitly say so. | Yes. The retried employees of the Defence Accounts Department are eligible for C.S.D Canteen Facility. |
| b) | Whether the DAD Pensioners can get the application forms authenticated only from the office from which they have retired. | The authentication of the applicationforms may be carried out by the nearest Controller, under the jurisdiction, the pensioner is currently residing or theapplication is made.
Also, the nominated Officers are directed to authenticate/countersign theapplication forms of any DAD pensioner, if the application is submitted to him/her.
The authentication is to be carried out, based on submission of the documents as required by the Canteen authorities.

| c) | What is termed as ‘Govt Order for Retirement? | The Part II. Office Order issued by the Controllers in respect of the retiringemployee will suffice the requirement. |
| d) | The said order does not speak about the eligibility of the Family Pensioners.
Whether the same are eligible for the C.S.D Canteen Facilities?

The extension of CSD Canteen Facilities to the Family Pensioners is implied as the QMG branch letter dated 12.08.2015 does not make any distinction between the Retired Defence Civilian Employees and Family Pensioners. The term DAD Pensioners includes within its ambit the Family Pensioners also, as they are drawing pension authorized by PCDA(P) Allahabad.

ReplyDeleteTthanks lots for giving information CSD facility now eligible for defense civilian family widows wife/ spouce also . Sir, how much time take to print the new CSD (blue color) Application form deffence civilian widows family pensioner because today again i go to CSD canteen kanpur canteen manger, not giving the CSD application form for defense civilian family pensioner he say that he has not giving any instruction for family penioner also eligible for this facility . So I requested you kindly circular that letter in all CSD /URC canteen in kanpur (letter NoNo. AN/VII/7063/CSD/Misc Dated: 20.10.2015 cgda website ) . I am very grateful to you ..
The issue of extending CSD facility to all Defence Civilian Family Pensioners was taken up with concerned authorities.They have agreed to issue instructions to all Unit Run Canteens.
DeleteLet us ensure that all the widows (Wife/Spouse) were given CSD Smart Cards.

DeleteTill today no any provision for CSD /URC facility to defense civilian family widows wife/ spouce . Is there any provision for CSD/URC facility to retired defense civilian (widows / spouse ) . This is not fair if government denied this facility to his family ( spouse widows ) because in PPO both husband and wife are equally pension . Kindly look into the mater ...

ReplyDeleteI had asked the status for extending the facility with DDG CSD, They have no plans for extending the facility to family pensioners as per now.

I Just to know whether widows wife of defence civilian are also eligible for CSD facility as at present they are not entertaining the applications for same or how much time to wait for this facility if they not entertaining for this CSD facility then this is not fair ....for then because husband & wife are equally for this facility.

ReplyDeleteAs per your letter No. AN/VII/7063/CSD/Corr dated 12/04/2016 (website publish) for extension of CSD facility to retired defence civilian family pensioner . According to your letter we go the Air force CSD canteen kanpur but canteen manager say family pensioner are not authorize till today 22/04/2016 to csd facility i show him your all letter which was publish in your website http://cgda.nic.in/ & http://www.aimesccgdea.org/index.php canteen manager say that he has not permission to authorize family pensioner csd facility and he has not a new application form (blue colour) were he indicate the widows wife or family pensioner we request please give hime instruction to now deffence civilian widows family pensioner are also applicable csd facility .Kindly look into the matter & now how much time to wait for this csd facility family pensioner .
